In statements to Prensa Latina, the director of the Center for Latin American Law and Public Policy Research at the China University of Political Science and Law stated that Washington’s missteps stem from a flawed interpretation of both the reality in Cuba and the broader international context.
Firstly, he noted that the United States has underestimated Cuba’s capacity for resistance, operating under the assumption that economic pressure and the scarcity of goods would lead to instability and a change in government.
In his view, more than six decades of sanctions have failed to break the Cuban people’s resolve to defend their national sovereignty; in fact, under certain circumstances, these measures have actually strengthened the cohesion between the Cuban government and its population.
Pan Deng also pointed out that Washington has failed to grasp the political transformations taking place in Latin America.
“The United States remains wedded to an obsolete ‘backyard’ mentality, promoting a ‘new Monroeism’—treating Latin America as its sphere of influence and viewing Cuba as a ‘thorn’ that must be removed,” he stressed.
The scholar confirmed China’s support for the Cuban-sponsored draft resolution and called on the international community to demand the lifting of sanctions against the island—including secondary sanctions—as well as its removal from the U.S. list of state sponsors of terrorism.
