The resolution puts forward “abuse of presidential powers by ignoring the separation of powers, which degenerates US democracy into authoritarianism by unconstitutionally usurping the power of Congress to declare war,” he said.
Congress has the exclusive power to “declare war” under Article 1 of the US Constitution, but presidents of both parties have attacked opponents without the approval of the highest body of the legislature.
The Texas congressman’s resolution calls Trump an “authoritarian president” and a “threat to US democracy”.
Green also mentioned the attack on Capitol Hill on January 6, 2021, the controversial immigration agenda and its attacks against federal judges in their impeachment bid.
Green, a representative for the 9th District of Texas, interrupted Trump in March during his speech to both houses of Congress.
As the ruler spoke, he stood up from his seat and moved his cane in protest, an action that signified a symbolic gesture of disagreement with the policies and leadership of the US president.
In December 2019, he became the third US President, by decision of the House of Representatives, to face impeachment for abuse of power and obstruction of Congress, and then, in January 2021, a week from the expiration of his term, received the second for incitement to insurrection on January 6 at the Capitol.
But in both cases he was acquitted by the US Senate and continued his career until he regained control of the White House.
