The meeting of the Joint Oversight Committee (JOC), held the day before with the participation of mediators from the United States, Qatar, Togo (AU facilitator), and the African Union Commission, acknowledged the persistence of challenges to the agreement’s implementation.
In this regard, the neutralization of the Democratic Forces for the Liberation of Rwanda and its associated factions, as well as the withdrawal of Rwandan forces and the lifting of defensive measures, were mentioned.
Both parties finalized the operational order presented by the Joint Security Coordination Mechanism, the source said, adding that among the aspects awaiting implementation is access for the International Committee of the Red Cross to all detainees.
During the meeting, they emphasized the urgency of complying with the agreements made in the documents and translating them into action, as well as abandoning all hostile rhetoric, particularly in international forums.
The Committee is due to hold its fourth meeting after the Joint Security Coordination Mechanism, which is scheduled for October 21 and 22.
Meanwhile, in eastern DRC, tensions are rising in the territories of Uvira, in South Kivu province, and Walikale, in North Kivu, with a significant reinforcement of personnel and equipment by the Alliance du Rive Congo-Movement 23 March (AFC/M23), which has the support of Kigali.
