Available on the Education Ministry (MINED)’s website, the law reaffirms the active role that young people should play in society, and the duty of the State and families to create the necessary conditions for the effective exercise of those guarantees.
The proposed legal framework is also based on articles 86 and 87 of the Constitution of the Republic, which acknowledge children and adolescents as full subjects of rights, and their Comprehensive Policy for the Care approved by the National Assembly in July 2023.
Deputy Education Minister Marlen Triana noted that the draft bill once again demonstrates the State’s willingness to prioritize and guarantee laws to protect those who will be Cuba’s future.
The code aims to promote the full development of children, adolescents, and young people, the exercise and respect of their rights, and establish the institutional framework to guide, promote, and implement policies, plans, programs, and projects to ensure their full protection.
