According to the treaty’s preamble, it responds to the fundamental interests of the peoples of Russia and the DPRK and contributes to regional and global peace, security, and stability.
The document also emphasizes that the parties maintain and permanently develop, taking into account the laws of their States and their international obligations, relations of universal strategic partnership.
