The bill reforms Article 158 of the Constitution and responds to the referendum held on April 21, 2024, in which Ecuadorians endorsed that military personnel support the Police against organized crime.

The legal initiative establishes that it must be guided by the principles of complementarity, exceptionality, extraordinary circumstances, oversight, proportionality, reasonableness, and regulation.

The text states that the General Commander of the Police must request military support, specify the territory and period of operation, identify the crimes that justify it, and demonstrate that police capabilities have been overwhelmed.

The request will be sent to the President of the Republic, who must request a military technical report from the Joint Command of the Armed Forces.

The president will subsequently convene the Public and State Security Council (COSEPE), which must decide on the appropriateness and scope of the intervention.

With this information, the President could issue the corresponding executive decree.
