According to a post by the ministry on the social network X, Foreign Affairs official Roberto Velasco stated that such a system would include an immediate-activation coordination mechanism and a registry of rescue teams and logistical capabilities. Furthermore, it would provide for the rapid mobilization of humanitarian aid and a shared early-warning system.
In his remarks, the official also highlighted the need for effective multilateralism and for preserving unity amidst the diversity of countries within the Community of Latin American and Caribbean States (CELAC).
He also noted the importance of making regional cooperation an effective tool for shared well-being.
The region has recently suffered several natural disasters, such as the earthquakes on June 24 in Venezuela—which resulted in thousands of deaths—and the one recorded in Colombia two months later, in addition to the constant threat of hurricanes and other phenomena.
