It also establishes the distribution of powers, coordination, and cooperation among the institutions of the three levels of government that comprise it.
Additionally, it establishes that public security will be a function of the State, in charge of the Federation, the federated entities, and the municipalities, whose purposes are to safeguard the life, rights, integrity, and property of individuals, as well as preserve freedoms, public order, and social peace.
