Under the mediation of Qatar, talks took place over three months, leading to the signing of this document, considered a crucial step toward a comprehensive peace agreement that will restore stability in the region.
Both parties pledged to immediately implement the provisions of the Declaration of Principles, no later than July 29, 2025, while negotiations for a comprehensive agreement must begin no later than August 8, with the signing scheduled for the 18th of the same month.
Among the commitments established in the declaration are: respect for a permanent ceasefire, which includes the cessation of air, land, sea, and lake attacks, the end of all hate propaganda, and the prohibition of the use of force.
It also provides for the creation of a ceasefire verification mechanism with the participation of the United Nations Stabilization Mission in the DRC (MONUSCO) and regional mechanisms, as well as confidence-building measures.
The latter includes the establishment of a mechanism, facilitated by the International Committee of the Red Cross, to organize the release of detainees of concern.
The declaration also commits to organizing a roadmap to restore state authority in eastern DRC, which will be specified in the next peace agreement, in addition to facilitating the voluntary and dignified return of refugees and internally displaced persons.
The signing ceremony for the document took place this Saturday in Doha, with the presence of Qatari Foreign Minister Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, according to the ministry’s account on the social media platform X.
