Ribera denounced the Israeli army’s bombing of even humanitarian convoys, in what she described as systematic violations of international law.
The European Commission as an institution avoids using the term “genocide,” although several member states have expressed similar concerns.
Analysts note that this is the first time a senior European official has used this terminology, which could increase pressure for sanctions.
The proposal to suspend the association agreement would require unanimity among the 27 member states, currently divided in their position.
