Tshisekedi and Kagame signed a peace agreement on June 27 with US mediation, which has been progressing through implementation before reaching the stage of ratification by the presidents.
Among the steps taken at this stage is the signing of the Regional Economic Integration Framework on November 8, one of the most debated points within the pact.
Progress, particularly regarding the neutralization of the Democratic Forces for the Liberation of Rwanda and the withdrawal of Rwandan troops from the DRC, has been limited on the ground.
Meanwhile, the rhetoric from Kigali and Kinshasa is very different and at times hostile, as Kagame accuses the Tshisekedi government of failing to comply with the agreement and imposing additional conditions.
Tshisekedi, in turn, insists that there will be no progress until Rwandan forces withdraw from DRC territory.
