Cuba implements electronic documents in the justice system

Havana, July 10 (Prensa Latina) Cuba’s Ministry of Justice announced the implementation of electronic documents in its national system.

This measure, published in Official Gazette No. 63, constitutes a cultural change not only for the island’s legal practitioners, but also for the recipients of this service.

According to Rosabel Gamon, First Deputy Minister of the Ministry of Justice, the main electronic documents for the service are “those issued by the Civil Registry, the Property Registry, the Commercial Registry, the Registry of Last Will and Testament, and the Declaration of Heirs, of Sanctioned Persons, and Jurists.”

These documents are valid and verifiable by the authorities, entities, and public officials who receive them, using the signature verification mechanisms and digital certificates established in the National Public Key Infrastructure.

“This approach will allow for efficiency and savings in time and resources. Digitization facilitates greater control and monitoring of procedures, which increases transparency in the processes and services of the Ministry of Justice,” noted Olga Lidia Perez, Director General of Notaries and Public Registries.

The new measure will be implemented 30 days after its announcement and its uses will be modified gradually, once the conditions are established.

“It is important to clarify that the electronic document will not replace the paper format, as in-person services and access will be maintained,” emphasized Yashna Diaz, Deputy Minister of the Ministry of Justice.

Cuba is committed to implementing this measure as an important step in the digital transformation process. This strengthens the online request and receipt of procedures and also compares and provides equality in national notarial services with those developed in other settings.
