According to a statement from the Electoral Tribunal (TE), what was previously done two years before the polls, work began on the General Election Plan (Plagel) 2025–2029, establishing a new organizational structure that seeks to reduce duplication of functions and strengthen administrative efficiency.

Before representatives of political parties, independent candidates, and civil society organizations, Judge Luis Guerra, coordinator of the Plagel, explained that this early process will allow for identifying challenges, improving processes, and establishing a more precise risk matrix.

Guerra also noted that, unlike the 2024 elections, which featured approximately 37 committees, this time a reorganization has been chosen that concentrates the work on key teams.

Among others, the new groups include planning, electoral rolls, boundary verification, recruitment, training, cybersecurity, and free nomination, a new feature of the current cycle.

The inclusion of a committee dedicated exclusively to free nomination represents an innovation within the Plagel system, he indicated.
