“The annulment of judicial proceedings against the coup plotters, ordered by the president of the Supreme Court of Justice, Romer Saucedo, and obeyed by judges without independence, constitutes a serious setback in the search for justice,” Morales wrote on his X account.
A critic of President Luis Arce’s government, Morales denounced the executive branch’s failure to comply with international recommendations to “investigate, punish, and provide reparations to the victims.”
He emphasized that former Justice Minister Ivan Lima requested a pardon for the perpetrators of the massacres, which led to their release due to an alleged pact of impunity with the Bolivian right.
Morales recalled that the International Group of Independent Experts (IGIE) documented at least 20 deaths and dozens of injuries in 2019, and the UN confirmed in 2020 the disproportionate use of police and military force under Supreme Decree 4078, signed by Jeanine Anez and her ministers to repress the people.
The victims of the Senkata and Sacaba massacres reported that they were not notified of the court rulings annulling the proceedings against the police and military personnel involved, which they consider a violation and a delay in the process of holding former President Jeanine Anez accountable.
This Sunday, the representative of the Associations of Victims of the Sacaba and Senkata Massacres, David Inka, reported that both boards of directors decided to comply with the internal procedure for holding accountable, an essential requirement before going before the Inter-American Court of Human Rights (IACHR).
