Two suicide drones, targeting gang leader Albert Steevenson, alias Djouma, exploded in the Simon Pele district of Cite Soleil.
The Haiti Libre newspaper reported that at the time of the attack, Djouma was preparing to celebrate his birthday and was distributing gifts to children. Eight of them died, and six others were injured, some seriously wounded. Three civilians were killed.
The National Human Rights Defense Network (RNDDH) in Haiti accused the police of launching the attack without evidence.
The Haiti Observatory, part of the Global Initiative against Organized Crime, criticized the slowness in issuing an official statement.
