Draft budget reaches Angolan Parliament

Luanda, Nov 13 (Prensa Latina) Angola's National Assembly (Parliament) will begin debates today on the draft General State Budget (PGE) for 2026, valued at 33 trillion kwanzas (approximately US$36 billion).

For the first time, the Executive Branch has submitted a proposal whose revenue sources are primarily from non-oil sectors, which is seen as an expression of the results of the country’s economic diversification.

The non-oil sectors have grown in the last year, with industrial production alone registering an increase of approximately 12 percent in the last 12 months, according to records from the National Institute of Statistics.

The draft PGE includes tax measures and adjustments to the rates of the Special Consumption Tax (IEC) on alcoholic beverages and cigarettes, the revenue from which will be allocated to the purchase of medicines.

Other important aspects include support for the continuation of social programs, particularly the expansion of the National School Feeding Program and the strengthening of investments in health, infrastructure, and support for domestic production.

The strengthening of programs such as Kwenda is also prioritized, and the capital of the Angolan Development Bank (BDA) is being reinforced with 100 billion kwanzas (approximately US$109 million), with the aim of financing productive projects that promote the diversification and modernization of the economy.

The budget was calculated based on an oil price of US$61 per barrel, a reference price that will require the Executive Branch to pursue macroeconomic equilibrium without resorting to increasing public debt.

Public debt projections for 2026 indicate 46 percent of the total budget, a percentage that demands greater restraint in spending.
