The armed group, affiliated with the Islamic State, usually attacked villages, murdered people, and looted resources, in addition to taking hostages; however, in its latest incursions into the area, it has implemented the practice of imposing taxes and forced payments on residents.
Local authorities point out that these tactics not only show takeover by the ADF, but also a consolidation of their presence in the area, which is generating considerable fear.
Ibrahim Mugeni, a notable from the Babila Bakwanza chiefdom, told Actualite.CD that the rebels held a meeting to impose their demands on the local population and continue to reinforce their presence in several villages.
He added that they are demanding money from residents and imposing fees on farmers to access their own fields, and therefore called on the DRC Armed Forces to intensify operations.
According to information from local leaders, each adult is forced to pay approximately 30,000 Congolese francs (around $13), while farmers are charged between $25 and $50 for access to their land.
