The action, planned for Tuesday, June 9, and called the National Mobilization for the Life of Girls and Women, was called by the National Front for the Legalization of Abortion, after the Senate approved Legislative Decree Project (PDL) 3 of 2025.
The proposal was approved on June 2 in a symbolic vote that lasted less than five minutes, following coordination between Senator Damares Alves, the project’s rapporteur, and Senate President Davi Alcolumbre, Brasil de Fato reported.
According to the National Front for the Legalization of Abortion, the repeal of Resolution 258 of the National Council for the Defense of Children and Adolescents (CONANDA) – which takes effect without the need for presidential approval – eliminates mechanisms designed to guarantee comprehensive and specialized care for minors who are victims of sexual violence.
The group, quoted by Brasil de Fato, specifically warned about the possibility that minors may remain under the influence or in close proximity to their abusers when family ties exist.
The Front described the parliamentary decision as an expression of “contempt for the lives and childhoods of girls” and called on citizens to participate in the mobilizations, which will take place in cities such as Sao Paulo, Santos, Florianopolis, Natal, and Belem.
The 2025 Brazilian Public Security Yearbook recorded 87,500 rape victims during 2024, of whom 76.8 percent were minors under 14 years of age, considered legally vulnerable.
