The Cuban Foreign Ministry reaffirmed its commitment to maintaining political dialogue and cooperation with the organization and its member states, based on the principles of equality, reciprocity, and mutual respect established in the Political Dialogue and Cooperation Agreement (PDCA), which has governed ties between the parties since 2017.
The PDCA has enabled intensified collaboration and created opportunities for exchange on a wide range of issues of mutual interest, including human rights, unilateral coercive measures, and sustainable development.
The agreement superseded the 1996 Common Position—promoted by Spain—which had made Brussels’ relations with Havana conditional upon unilateral reforms, replacing it with an approach based on mutual respect, reciprocity, and direct dialogue.
