Ecuador’s Parliament debates law that could silence social groups

Quito, Aug 26 (Prensa Latina) Ecuador's National Assembly (Parliament) debates on Tuesday in plenary session the Social Transparency Law, an initiative of the government of President Daniel Noboa that, according to the opposition, could silence social organizations.

The proposal has already passed its first plenary session, and the second and final discussion of the law will take place this Tuesday.

This law, which was passed as an urgent economic measure, intends to regulate the financing of non-governmental organizations.

The Revolucion Ciudadana (Citizen’s Revolution-RC) party asserted in a press release that the Government aims to control and silence “the social organizations that have not been able to buy.”

Legislator Valentina Centeno, of the Accion Democratica Nacional (National Democratic Action-ADN) ruling movement, defended the initiative and argued that there is a history of how criminals use non-profit social organizations for money laundering, drug trafficking, illegal mining, and corruption networks.

Centeno noted that criminal economies move some 30 billion dollars annually in the country; however, there is no study or official institution to support this figure.
