Bolivia’s subnational elections against the clock

La Paz, Nov 12 (Prensa Latina) The Supreme Electoral Tribunal (TSE) is awaiting approval of the bill on the 2026 subnational elections by the Bolivian Plurinational Legislative Assembly (ALP) before the 19th of this month.

The initiative was submitted to the ALP for the second time, TSE member Gustavo Avila noted, defending the deadline because there will not be enough time to complete the activities of the electoral process, which must be held on the first or second Sunday of March 2026.

“We are resubmitting the bill and requesting that the new authorities approve it as soon as possible, considering that we have to call for elections before November 19,” he stated at a press conference.

For the first time, on October 9, the Supreme Electoral Tribunal (TSE) sent the draft legislation for subnational elections to the outgoing legislators. However, it was not addressed in the plenary session of the Chamber of Deputies.

According to established procedure, a bill that is not addressed or is rejected in one legislative session must be reintroduced in the following session and its consideration restarted in the corresponding committee, in this case, the Constitutional Committee.

Due to the change of authorities in the Plurinational Legislative Assembly (ALP), the committees and subcommittees in both the Chamber of Deputies and the Senate must be formed this week.

After this occurs, the leadership of the Chamber of Deputies will send the bill to the Constitutional Committee, receive its report, and schedule its consideration in the plenary session, unless a request is made to waive this procedure so that it can be analyzed directly in the plenary.
