Brazil promotes multi-level governance at COP30 for climate action

Belem, Brazil, Nov 12 (Prensa Latina) Brazil launched the Solutions Acceleration Plan (PAS) for Multi-Level Governance at COP30, which enters its third day today. The plan integrates global climate action among national and local governments and sectors of society.

The initiative marks a new stage in global climate cooperation by institutionalizing integration between different levels as an essential condition for the effective implementation of the Paris Agreement.

According to the website of the United Nations Climate Change Conference (COP30), which is being held here until the 21st, the announcement was made during the High-Level Ministerial Panel on Multi-Level Governance for the Implementation of the Paris Agreement and Climate Strategies, in the Blue Zone.

On this occasion, Brazil and Germany were announced as co-chairs of the Coalition for High-Ambition Multi-Level Partnerships (CHAMP).

Brazil’s Minister of Environment and Climate Change, Marina Silva, emphasized that adapting to climate change involves transforming not only the structures of our cities, but also how they are managed.

She stressed that “multi-level governance is not just about coordination; it’s a space for shared responsibility among different actors and sectors for more efficient management.”
