According to data reported by the Crisis Room of the National Unit for Disaster Risk Management (UNGRD), between November 13, 2024, and October 31, 2025, there was a substantial increase in these events, rising from 1,758 in 2024 to 2,793 in 2025.
For this reason, the Office of the President issued Decree 1193, which aims to strengthen the response capacity and the execution of recovery, rehabilitation, and reconstruction efforts in the event of emergencies, as well as the inter-institutional coordination of the National Disaster Risk Management System.
According to a general report on the national disaster situation presented by the National Unit for Disaster Risk Management (UNGRD), a trend indicating excessive rainfall across large areas of the country has been observed throughout this year.
This, coupled with reports and forecasts worldwide, reinforces the need to extend the decree.
“There is a high probability that temperatures in the tropical Pacific Ocean will cool, which could lead to a La Niña phenomenon, suggesting continued heavy rainfall in various parts of the country,” the regulation stated.
The document was signed by President Gustavo Petro and the Director of the Administrative Department of the Presidency, Angie Rodríguez.
