Speaking to the press, the opposition assemblywoman pointed out that the changes proposed by the Executive Branch to the Labor Code and the Organic Law of Public Service would lead to a regression of rights, such as the right to stable employment.
She stated that the proposed semi-annual evaluation would open the door to layoffs in the public sector and would violate rights such as health, education, and social security. The government’s plan is to include in these provisions part of the Public Integrity Law, which has already been declared unconstitutional by the Constitutional Court.
She criticized the government’s attempt to push through labor reforms after a majority voted against a new Constitution.
Last week, Andres Quishpe, president of the National Union of Educators, warned that some 100,000 temporary contracts in the public sector would be affected, in addition to provisional appointments.
Last July, Noboa administration dismissed 5,000 public employees, some with permanent appointments, as part of a plan to achieve greater institutional efficiency.
