Garcia Moreiro, who until now served as vice minister of Public Health, reached 98.53 percent of the valid votes in an election called by the Council of State through Agreement 499-X of October 29, 2025, to fill the vacant position.
The process was organized, directed, and supervised by the National Electoral Council, in compliance with the provisions of Law 127, the Electoral Law.
Candidate biographies were distributed to delegates at least 72 hours before the vote, as required by law.
One thousand one hundred and fifty-four delegates participated in the election, representing an 89.25 percent turnout.
Meeting by right and convened in polling stations, they cast their votes freely, equally, directly, and secretly.
The count resulted in four invalid ballots and thirteen blank ballots, resulting in a 98.53 percent voter turnout.
Authorities of the National Electoral Counsil emphasized that the election was conducted with transparency, impartiality, and strict adherence to the law, and highlighted the broad participation of the delegates, who acted on behalf of their constituents in Havana.
