The warrant was issued against the deputy commander-in-chief of the Armed Forces of Ukraine, Evgeny Moisiuk, and Major Generals Igor Palagniuk and Andrei Kovalchuk, who served as commanders of the Eastern tactical group and airborne assault forces, respectively, the Ministry said on Telegram. Russian judicial authorities stated that in 2016, 2017 and 2019, these generals ordered bombing towns in the Donetsk and Lugansk people’s republics.
