Espinal currently serves as director of Relations with Asia and Oceania in the Ministry of Foreign Affairs; he was rector of the Institute of Higher Education in Diplomatic and Consular Training, as well as advisor to the Directorate of the Diplomatic Career of the Ministry of Foreign Affairs.
The Dominican Republic and Vietnam strengthened relations in trade, technical cooperation and academic and professional exchanges during the official visit of Prime Minister of that Asian nation, Pham Minh Chinh, last November.
At the end of his stay, both countries recognized the strength of bilateral relations and pledged to further promote high-level dialogue through the exchange of official visits.
In a joint statement, President Luis Abinader and Prime Minister Minh Chinh agreed that ties were strengthened by the Dominican government’s decision to open an embassy in Hanoi in February 2023, and the first visit made by a head of government of that Asian nation to the Dominican Republic.
Both nations highlighted the potential for collaboration in key sectors such as trade, manufacturing, investment, agriculture, energy, telecommunications, digital transformation, education and training, culture, tourism and construction.
They also expressed their intention to begin talks for the future subscription of important bilateral instruments, such as the Tourism Cooperation agreement and collaboration agreements in the fields of culture and education.
They also decided to begin the process of inter-sectoral consultations for the possible negotiation, in the future, of the Agreement for the Promotion and Reciprocal Protection of Investments.
