This was revealed in a survey conducted by the Usina de Percepcion Ciudadana (Citizen Perception Center) in mid-March.

The 82% of the population believes that the number of people experiencing homelessness has increased in the last period, and 63% say that it “has increased significantly.”

Only 11% believe it has remained stable, and barely 1% perceive a decrease.

The 81% of those surveyed assign “a lot” or “quite a bit” of responsibility for the situation to the government.

Half of the responses indicate that the Executive Branch is not implementing measures to address the problem, while only 25% acknowledge that there are actions being taken, and 22% said they were unaware of them.

This lack of awareness or perception of inaction is reflected in the performance evaluation: 39% rate the government’s management as “bad” or “very bad,” 33% as “fair,” and only 17% consider it “good.”

Since the beginning of the year, Operativo Calle has been underway in neighborhoods of this capital city, seeking to preserve coexistence and the proper use of public spaces through the application of the law on minor offenses.

During the winter season of 2025, a red alert was declared due to low temperatures, and shelter and support capacity for those sleeping on the streets was expanded in an operation involving various government agencies.

Temperatures are already beginning to drop; the Ministry of Social Development assures that it is preparing for the situation and states that it is assisting some eight thousand people.

“We must do more,” the head of the Ministry, Gonzalo Civila, said.
