The delegation was welcomed at Noi Bai International Airport by the Minister of Education and Training, Hoang Minh Son.

Arriving from Singapore, Mulino is accompanied by a delegation that includes Foreign Minister Javier Eduardo Martinez-Acha and other members of the Panamanian cabinet.

Both the Vietnamese Ambassador to Mexico (concurrently accredited to Panama), Nguyen Van Hai, and the Panamanian Ambassador to Hanoi, Nubiela Ayala, agreed that the visit—lasting until the 8th—conveys a strong message of friendship and a shared commitment to building an increasingly close and dynamic bilateral relationship in the years ahead.

The two countries recently marked half a century of uninterrupted diplomatic relations and are notable for their coordination and mutual support in multilateral forums.

Mulino is also scheduled to hold meetings with Prime Minister Le Minh Hung and the President of the National Assembly, Tran Thanh Man.

The Vietnamese Foreign Ministry indicated that both countries hope to expand cooperation in areas such as agriculture, telecommunications, transport infrastructure, the maritime and aviation sectors, specialized logistics, banking, and education and training.
