Quito, Apr 15 (Prensa Latina) Ecuador´s National Electoral Council (CNE) President, Diana Atamaint, informed on Monday as many as 745 domestic and foreign observers have been accredited for being present at the controversial popular consultation and referendum upcoming April 21.
