Havana, Jul 29 (Prensa Latina) Culture rises above various obstacles to build bridges between the peoples of Cuba and the United States, defying the blockade imposed on the island for more than six decades.   With this aim, a delegation of African American academics visited the Quintin Bandera Cultural Center in Havana today; the center serves as the headquarters for the *Color Cubano* Social Observatory.   In an atmosphere of fraternal dialogue, participants exchanged experiences and ideas to strengthen mutual cooperation—such as organizing courses and gatherings, developing cultural tourism proposals, and forging alliances with small and medium-sized enterprises.
